I agree, and your solution is a decent one. The other option that perhaps should be used in conjunction with yours is a better PR campaign for vaccination. I think most people who don't vaccinate have no comprehension of the concept of herd immunity and how dangerous it would be to lose it. The trouble is that the anti-vaccination movement is louder, and the government isn't taking good enough measures to combat the misinformation.
