Британский Совет

Полемика в нескольких форумах ЛЖ - правильно ли закрыли Британский Совет. Патриоты указывают на нарушения законов России. Космополиты безродные - на то, что БС действовал в рамках договора 1994-го года, имеющего приоритет над национальным законодательством. Текста договора я не читал, но задался вопросом, можно ли в принципе лицензировать свою деятельность в России. Заглянув в сводку Мирового Банка, в категории "лицензирование" я обнаружил Россию последней среди 177 стран, включенных в обзор по этой категории. Case Study включал лицензирование деятельности склада средних размеров. В России для лицензирования необходимо пройти 54 процедуры, затратив 704 дня и 3788% от GDP на душу населения. Для сравнения, в забюрократизированных США на получение лицензии требуется 19 процедур и 40 дней, а стоимость составит 13% от GDP на душу населения.
