1 A concurrent resolution urging Congress not to enact hasty or not well-thought-out climate 2 change legislation. 3 WHEREAS, the United States, along with 155 other countries, rejected the Kyoto 4 Protocol's energy-rationing scheme and even though the United States did not ratify the treaty, 5 the rate of growth in carbon dioxide emissions in America is less than half that of many of 6 Kyoto's signatory countries in Europe and elsewhere; and 7 WHEREAS, climate has always changed, and always will, and there has been no stable 8 period of climate during the Holocene epoch, our own climatic era, which began with the end of 9 the last ice age 12,000 years ago and during the Holocene epoch there have been sub-periods 10 with dramatically varied climate, such as the warm Holocene Optimum (7000 B.C. to 11 3000 B.C.), the warm Roman Optimum (200 B.C. to 400 A.D.), the cold Dark Ages (400 A.D. to 12 900 A.D.), the Medieval Warm Period (900 A.D. to 1300 A.D.), the little ice age (1300 A.D. to 13 1850 A.D.), and our own time of relative warmth (1850 A.D. to present); and 14 WHEREAS, ice core data indicate higher carbon dioxide concentrations do not cause 15 global warming, and that in fact, the opposite is true, and that ice core data shows that 16 temperature rises precede rises in carbon dioxide by, on average, 800 years and that when the 17 ocean atmosphere system warms, the oceans discharge vast quantities of carbon dioxide in a 18 process known as de-gassing; and 19 WHEREAS, global-warming proposals would produce no discernible benefit for the 20 environment and that the Intergovernmental Panel on Climate Change states that doubling 21 atmospheric carbon dioxide concentrations would warm the planet three degrees Centigrade by 22 2100 and assuming this is accurate, if it were possible to eliminate all United States carbon 23 dioxide emissions associated with electric generation in the next 10 years, at a cost of trillions 24 of dollars, the reduction in emissions would lower the global average temperature an 25 undetectable 0.07 degrees Centigrade; and

WHEREAS, global-warming theorists' claims that melting sea ice will doom the polar bears to extinction are vastly exaggerated and new data from the University of Illinois Arctic Climate Research Center shows that global sea ice levels are now equal to those seen 29 years ago when sea ice recordkeeping began, and that furthermore, polar bears are strong swimmers, and the population of polar bears has grown fivefold in the last 50 years; and
WHEREAS, no evidence exists to demonstrate sea levels are rising at an accelerated rate and that the Intergovernmental Panel on Climate Change reports no statistically significant change in the rate of increase over the past century, and that furthermore, satellite altimetry data indicate that the rate at which the world's oceans are rising has slowed significantly since 2005; and
WHEREAS, reports of a global retreat of glaciers are based on selective data and glaciers are advancing in many parts of the world, including Mount St. Helens and Mount Rainier in Washington, Mount Shasta in California, and Mount McKinley in Alaska; and
WHEREAS, the science behind global warming is not settled and the impact of human activity on global temperatures is questioned by thousands of reputable scientists, many of whom believe natural variations in solar intensity and ocean currents have a much greater influence on planetary temperatures and other scientists note important impacts of humans other than greenhouse gas emissions, such as land use alterations, deforestation, urbanization, and irrigation; and
WHEREAS, claims that global warming will lead to stronger storms, droughts, and floods are based on highly speculative computer modeling and many scientists predict the effects of global warming may be benign or even beneficial and that higher carbon dioxide concentrations enhance plant growth and warmer winters would mean longer growing seasons, lower winter heating bills, and fewer cold-related deaths; and
WHEREAS, historical temperature and precipitation records show no definitive trends in North Dakota as temperatures were the hottest in the 1930s, long before the growth in greenhouse gas emissions and numbers may vary more than 10 inches of moisture and 10 degrees of temperature from one year to the next, suggesting there is no such thing as "normal" weather in North Dakota; and
WHEREAS, the accuracy of temperature data compiled by the United States Historical Climatological Network using land-based temperature instruments is subject to doubt and an

Sixty-first Legislative Assembly ongoing assessment of the more than 1,200 United States Historical Climatological Network monitoring sites shows only 3 percent of those sites surveyed are in strict conformance with siting specifications, while nearly 70 percent of sites are influenced by artificial heating sources, such as air-conditioning units or asphalt parking lots; and
WHEREAS, temperature data produced using microwaving sensing instruments on board orbiting satellites is not subject to ground-based contamination and these satellite records show global average temperatures have leveled off the last 10 years and have actually declined since 2002; and
WHEREAS, strong financial incentives exist to perpetuate the carbon dioxide global-warming theory, which in turn may motivate those who would benefit to misrepresent facts, distort the truth through selective use of data, or ignore or suppress empirical evidence that conflicts with the popular belief and climate researchers and modelers depend on government grants, news media ratings are supported by scary headlines, environmentalists and corporations profit by promoting green technology, traders and major market firms see potential billions of dollars in carbon trading, and politicians and political activists see global warming as a way to accomplish ulterior goals about changing society and increasing their power base and no science is immune to the infection of politics and the curruption of power;
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF NORTH DAKOTA, THE SENATE CONCURRING THEREIN:
That the Sixty-first Legislative Assembly urges the Congress of the United States not to enact hasty or not well-thought-out climate change legislation; and
BE IT FURTHER RESOLVED, that the Secretary of State forward copies of this resolution to each member of the North Dakota Congressional Delegation.

It was fwd' to me by Andrei ___, a climate scientist at ___, contributor to the Nobel Prize-winning 2007 IPCC report and Green Grand Forks colleague. The study, the most recent and comprehensive of its kind, outlines the scientific consensus on climate change. Very compelling, almost 100% agreement amongst climate scientists.
