What I’m saying is it’s all boils down to one’s training and rigour of the review process . You can equally make unsubstantiated claims in both Russian and English as my experience shows. The fact you see it more in you Russian colleagues may be a reflection of that luck of rigour in the modern day Russia. As such I don’t think there is anything in Russian “encouraging” lower that quality of writing you are talking about
