А все же неплохо было бы ввести образовательный ценз для участвующих в выборах. Голосуешь - неси SAT, и чтобы не ниже 400 в обеих частях был. И сдай экзамен, как иммигранты на гражданство сдают. А не проголосовал - числись в дураках до следующих выборов. Так мы и успеваемость поправим и discretion населения повысим.
