Well, there is no Annex I in Kyoto protocol at all - it is in the UNFCCC :-) And developing countries are in Annex II of the UN FCCC. The point is that carbon management is permitted in Kyoto Protocol for the Annex B, and the developed countires are there.
I am also not sure at all that there is a considerable carbon pulse resulting from forest harvest(we are not talking about land conversion, right? Only forest harvest in boreal zone.)
