I don't think the barrier has anything to do with the prevention, it's more like SFBay middle and upper classes don't want to hear about the suicides. There is plenty of other ways to commit suicide, and it would have been more productive to spend the money on hot lines, psych care and the like. Putting up the barrier means that when I turn on the teve, I don't want to hear about some looser tarnishing our iconic bridge with their sad, suicidal misery.
